Oklahoma Senate Confirms New Appointments to State Mental Health Licensing Boards
On May 27, 2025, the Oklahoma Senate confirmed new appointments to three boards that govern mental health licensure in the state, the Oklahoma Board of Behavioral Health Licensure, the Oklahoma State Board of Licensed Social Workers, and the Oklahoma Board of Licensed Alcohol and Drug Counselors. Below is an overview of the new appointees and their experience.
Oklahoma State Board of Licensed Social Workers
Angela W. Dickson of Midwest City was reappointed to the Oklahoma State Board of Licensed Social Workers. Dickson, who currently serves as vice-chair of the board, will now serve as the chairwoman of the board and begin a a five-year term ending June 1, 2030. Ms. Dickson’s Psychology Today profile lists her as working for Lifestance Health and specializing in “Women's Issues, including, trauma, chronic health issues, life transitions, parenting, maternal mood disorders and perinatal loss.” Her reappointment was carried by Senator Stanley.
Joining her on the Board is Andrew M. Monroe of Oklahoma City. Previously from Alabama, Monroe has resided in Oklahoma for the past five years and serves as a Licensed Clinical Social Worker at the University of Oklahoma Health Sciences’ Child Study Center OU Health Center’s website describes Monroe as "a clinician in the Treatment Program for Children with Problematic Sexual Behavior for school-age children (PSB-S) and Adolescents with Illegal Sexual Behavior Program (PSB-A), and oversees the coordination of all the PSB treatment programs at the Center on Child abuse and Neglect” He succeeds Clark Grothe and will serve a five-year term ending July 1, 2030. His confirmation was carried by Senator Nice.
Cindy A. Hansen of Edmond was also confirmed to the Board of Licensed Social Workers. Hansen’s LinkedIn profile lists her as Director of Operations for the Executive Office of the Governor of Oklahoma. She describes her job as ‘[it]encompasses primary leadership responsibilities in the areas of human resources and benefits administration, budget development and implementation, payroll processing and management, as well as general office administration." Hanson succeeds David R. Spencer and will serve a five-year term ending October 1, 2030. Her appointment was carried by Senator Pugh.
Oklahoma State Board of Behavioral Health Licensure
The Senate confirmed four new members to the State Board of Behavioral Health Licensure.
Dayna L. Jordan of Alva was appointed to succeed Traylor Rains. Educated as a nurse, Jordan is a co-owner, administrator, and Director of Nurses for Beadles Nursing Home She will serve a three-year term ending October 31, 2028. Her appointment was carried by Senator Murdock.
Larry A. Roberts, II of Shawnee was confirmed to succeed Lea L. May. Roberts is a Marriage and Family Therapist and co-founder of The Center for Christian Counseling and Care. He has been in private practice for nearly two decades, Roberts will also serve a three-year term ending October 31, 2028. His confirmation was carried by Senator Jett.
Sally E. Gibson of Tulsa was confirmed to succeed Dr. Amy L. Barnett. Gibson currently works as an Inpatient Therapist Supervisor at St. Francis Health System Laureate Psychiatric Hospital and will serve a three-year term ending October 31, 2028. Her appointment was carried by Senator Guthrie.
Preston C. Morgan of Stillwater was appointed to succeed Matthew Brosi. Morgan, who earned his doctorate degree from Kansas State University in 2020, has served as an assistant professor at Oklahoma State University for the past three years and will hold a three-year term ending October 31, 2028.
Oklahoma Board of Licensed Alcohol and Drug Counselors
The Senate also confirmed Harley C. Barrett of Sapulpa to the Oklahoma Board of Licensed Alcohol and Drug Counselors. Barrett, who has twenty five years of experience as a CADC will succeed Randy Honeycutt, and serve a four-year term ending July 1, 2029.
